PR Ranking is not what it used to be for the SEO Expert or the DIY Webmaster looking to increase traffic to a website. A good Page Rank used to be a pretty good sign that a website had solid links to it. That has changed.
Now, Page Rank may not be the best thing to consider, when looking for links for your website. Content is now very important. If you website has lot of backlinks, like a so called web farm, there may not be much value in adding it to your website, as the website is essentially nothing but web links.
The better links for outbound purposes come from quality content sites, blogs that are popular for your topic, and sites like Digg, StumbleUpon, etc., that are designed to help people find quality content. Those are the type of sites you need to add for outbound links.
If you want to be in a pure link farm type directory listing, I recommend using someone like a Yellow Pages.com, where people will be expecting to get links to needed information and services. Otherwise, make good choices about links to PR Rated sites.
